The State Affairs Committee has considered:                                    
                                                                               
CS FOR SENATE BILL NO. 5(STA)                                                 
"An Act prescribing the use and characteristics of voting booths              
employed in elections and the color of ballots used in state                   
primary elections."                                                            
                                                                               
and recommends it be replaced with the following committee                     
substitute, with a new title pending authorization by HCR 14:                  
                                                                               
HOUSE CS FOR CS FOR SENATE BILL NO. 5(STA)                                    
"An Act relating to the Alaska Election Code and to state election
